Will this desktop suffice for Blue Iris (BI)

Frame rates, fps and iframe, are set in the camera itself, not in BI.

Are there any other video settings I can fine tune?

Currently my settings are:

Encode mode: H264.H

Smart codec: Off

Resolution: 1920 * 1080 (1080p) - Do I need this at 1080p?

Frame Rate (FPS) 15

Bit Rate 4096kb/S

I Frame Interval 15 (I just changed it to 15)

you may want to look at your make time and the object size to see if you are waiting too long to set off a trigger.
