So I am trying to record the cameras using BlueIris off course - so for all the cameras I did set it to H265 Codec under Dahua web-based config. is that the best option ? for best quality ? I also have the smart codec on..

Also I have 5 camera recording I have a old machine with a i7 980x processor it seems like with 5 camera it is idling at about 33-44 % is that normal ?

H265 is not currently supported in BI, but it is being worked on. Use H264 in the mean time.

Read the Cliff Notes in the WiKi at the top of this page in the blue bar. There's lots of tips to lower CPU utilization there. The first is to use direct to disk. Next, limit frame rates, at the cameras, to 10 or 15 fps. Next use variable bit rates and cap, or max, them at 4096. Read and you'll find lots more, but do it on a PC or laptop with a full browser, not a smart(?) phone.

dont use smart codec, you will have issues. The old machine is a powehog and costing you more to operate than replacing with an efficient machine.
the number of cameras is irrelevant to blue iris, its the total resolution and frame rates. See wiki.

Will start reading the wiki and the cliff notes as awsum also said. I have this old machine However I dont have the budger rite now to put in for a new machine because I am thinking of like getting about 20-30 camera up and running with some maybe 6mp or 8mp sensor. I will get em down to 15fps by the way what is the best fps setting so far ? Where it be a nice clean shot for both day and night like the sweet spot with say 2mp cameras
