hikvision Hikvision DS-2CD2532F-IWS and Windows 8.1

greetings,
i have a strange issue. i can access my Hikvision DS-2CD2532F-IWS from my windows 7, linux and android devices with no problem. I cannot connect to this camera from both of my windows 8.1 machines. i cant even ping the camera. Anyone come across this before ?

Stupid question but I'm assuming the windows 8 machine is on the same.network and Lan ip range

A mixture of wired and wireless presumably. Are the Win8.1 on wireless or wired?
What are the IP addresses and subnet masks of the camera and the Win8.1 machines?
From a Win8.1 machine, what is the result of a 'tracert <camera IP address>'
