Derek gets a bit agitated, but when he's mentioning UCMJ, pay attention.
I'm about twenty minutes in, and plan to watch the entire 90 minutes.
He mentions the imposition of Maritime Law as part of EO 13848 on November 3, 2020. This EO was written in 2018, two years earlier. 11/3 could also be written as 11.3, which is both an item noted by Q, and a specific piece of legal information. I'm still trying to find that legal reference, and the Q reference(s), as well.

And here's the legal bit - US Department of Defense, Law of War Manual, effective 2016

Section 11.3 is titled "11.3 End of Occupation and Duration of GC Obligations.............................................769"
The opening paragraph of this section is shown below. Presumably, this concerns the occupation of Washington, DC by the Corporation of the United States of America. I guess we won't know for certain until this is finally over and settled.
