HA i think I found it. the "ACTIVE" profile was set to override schedule, as per the little screen clip below (I've fixed it in the screenshot)

I have no idea! how do I check? I don't think I set the profile to "hold" but I'm not sure where that setting would be. If I select fire when "never" will it not mark movement alerts during the WORK HOURS profile?
