My plan was to add a dual NIC card or two single NIC cards to the Lenovo so that I can use the NIC ports for the 2 switches then use the on board ethernet port to route traffic back to the internet. Not sure if this is the best way to do it or not, but definitely open to suggestions.

Do you have a 3rd ethernet connection on the lenovo? Your wiring schematic should have 1 camera switch plugged into the other camera switch, then only the 1 camera switch plugged into the 2nd NIC on the lenovo

I think that both those statements let out PoE voltage drop as the issue, assuming the 12v adaptors were local to the camera. It seems to be a data transmit problem, not a PoE problem. What was the full speed? What type of ports was the cable connected to on this test, eg 100BaseT or Gigabit...
