Not sure why it's labelled as a "Cartel Truck" ??
The US Gov't and other gov'ts use armored and semi-armored vehicles.
In a previous life, I worked for a firm that provided cams and NVRs for Dept of State. To mate our system with their vehicle, they lent us an armored Suburban. There are many levels of armoring, from the presidential vehicle (the "whale"), on down to lightly strengthened.
Yes, windshield very thick, multiple layer sandwich of tempered glass and plexiglass. Same with side windows, which were ~1 inch thick. Opening the truck door required placing one foot by the truck, the other behind (and perpendicular) to the truck. If you didn't lean back before pulling the door open, you only managed to pull your body towards the truck. The doors were VERY heavy!
Maybe it is a cartel truck, judging by some of the crude armoring.

The DoS used stock rims (wheels)
But they'd use whatever fit in, appearnce-wise.
In my viewing, the tires weren't flat.
There's many type of tires used.
Ranged from full rubber, to run-flats, with bands on the inside to allow the truck to drive with no tire air.
Civilian observations, and mis-observations, are how they keep diplomatis safe.
Too many stories to share share here.
One snippet: VP J Bidens's wife wanted to shop while Joe was at the UN in NYC.
In the armored Suburbn, cams looking thru smoked black glass, our cams went into b/w mode too often in the canyons of NYC.
Switching latency became a conversation point 'tween us and DoS.
Safe to say, the US Gov't has some good eqpmt. Leave it there.
