Except that your paranoia helps no one...use some logic here, how is you accusing him going to help?
Dont you think that he could have come up with a different scenario if he wanted to records kids. Enough with this nonsense. The guy is trying to do some good.
 
Trail cams. But is it your property to install these on? Permission? Getting back to, does the responsible party even care?

Even if you do PTZ, what is the lighting like at the park?

It's a good choice, but not if you trying to reach something 500 ft away... there are some cheap domes that have 20x and 30x zoom options
 
I would estimate, it's up 150 feet tops where you can get some identification at night, I am actually using it as LPR at around that mark.

Edit: Measured it on google maps it's actually at 190 feet at full tele
