Cleaning Up Image

Hi All, I have been trying to clean up my cameras to give me a clearer image.

The biggest thing I'm looking for is license plates to be readable and faces distinguishable.
I have attached a clip from my camera and a still image

Camera Details:
BlueIris 4
Hikvision DS-2CD2385
Exposure 1/25
Image Adjustment: Everything Default Except Noise Reduction Level:30, Scene Mode: Outdoor

Not an expert but isn’t the angle and the distance to the cars driving by always going to be a problem? Most people here who want plate recognition have dedicated cam(s) zoomed and angled just for this purpose.

To look at license plates requires a dedicated camera. Camera must be no more than 30 dregees off from the front on the car. It should not be used for anything else. Please read the lpr section.

How high is the camera mounted ? A face needs a lot closer.at least 100 pixels

Exposure 1/25
Shutter is way too slow without incurring motion blur (particularly at night). Use 1/60 or higher. For LPR you'll need to go even faster.

You may need to add additional light if the resultant image is too dark (add white light or IR).
