I’m still trying to find an article that explains this whole interaction.

What I believe is happening is (maybe) a person / group decided to have a BBQ party to help raise donations for those impacted by the hurricane.

Sadly, 2K is likely very accurate at this point. Authorities and media were reporting 180-to-230 deaths a few days ago, others said add a zero to both those number to be more realistic.

They were initially on the parking lot and later moved to a community hall / venue.

There is SO MUCH WRONG with our government and if it isn't corrected soon, it will become 'in-correctable'...that is, not without force.
I have for many, many years stated that half of the GS force needs to be fired....yes HALF and IDGAF how many that is....GONE.

Yes, the money comes from the federal government!

Everyone has separate insurance that cover health, vehicle, property etc.

Everyone has a different doctor for specific needs and illnesses.

You can’t simply say how come insurance doesn’t cover X for Y.

The reality is FEMA has different accounts or reserves for specific purposes such as disaster relief vs others.
