I Ordered an Axis Communications Axis Q1808-LE Camera

I had to go and double check to make sure ours is an outdoor one, and it is, it's a Q6054E which gives it an "outdoor ready" rating ...

This camera had OS support until 12-31-2023 and the latest Axis OS version is 8.40.43 LTS (Long Term Service) for this model (OS for current model cameras are OS 12).

Can you post a screenshot of the day image? Can you get physical access to the camera to clean the dome and/or inspect it for damage or moisture inside of the dome?

definitely this camera (sensor and lenses) showed here own age..
if this is 1.3Mpx cams, this means this is 8-10 years old cam... or even more...

this also looks like problems with sharpness or dirty lenses/dome..

use this camera for less demanding environment.
rotate and show something without bright lights in picture - some area which more consistent brightness.

does this problems shows at different zoom levels? wide zoom and narrow zoom uses different characteristics of lenses...

Also show us how image looks at day?

Axis still sells 1mp cameras. The Q6074-E is the current model of the PTZ discussed in this threat. AXIS Q6074-E PTZ Network Camera | Axis Communications

I do agree with you that the camera is most likely 10 years old or older. The AXIS Q6054 Mk II series was discontinued in 2018.

I don't think the bright lights in the image are causing any issues with the camera. The camera is old but even their older models had decent image processing. The dome is most likely dirty or moisture got inside of it. We also don't know if the camera is out of focus or not, the OP never replied to my first post.
 
It's the camera installed inside the window? It looks almost like it's from inside the window with such a blurriness or the dome is really dirty.
 
We did update to the latest OS on it about a year ago... the daytime doesn't look great with the same settings I had last night on it. (see pic below)

The dome is definitely dirty and/or has moisture inside of it. Can you physically get to the camera to check if its dirty or has moisture inside of it? This is an important step to continue troubleshooting the issue.

Not that it's going to make much of a difference at the moment, but if you click the gear icon on the bottom right and turn off adaptive stream, you'll stream from the camera at the full bitrate. Adaptive stream compresses the live stream while you're live viewing it from the camera UI.
