My Speeding Dectector Setup

Here is a thread that details how to set the camera to manual focus only.

Pages 102 & 103 of this document detail the usage.

Pages 165-167 of this document also detail the usage.

The second document is a couple of years newer than the first. Both of them have some great info.

I understand your problem, but personally, I would have some privacy concerns if I was your neighbors. ( posting videos of the inside of their garage and whatever they may be doing inside on the internet... I am talking about the red brick house with the two red cars for example)

Plus you're basically 'naming and shaming' people, based solely on readings from your 'system'.

Has the radar ever been calibrated? Do you check the calibration daily with a tuning fork? Do you realize that most Law Enforcement Agencies don't issue tickets based strictly on a radar reading from an unattended device? Usually, an officer is required to visually observe a vehicle for at least a couple of seconds, then make a visual estimation based on their training and experience and then finally use a radar (or lidar) to confirm their visual estimate.

Then you have the issue of what is really the 'safe speed' for that road? I realize it is posted for 25 mph, but the 85th Percentile comes to mind - (what is the speed that 85 % of the motorists drive under, not the posted speed) So if the 85th percentile is 35 (not uncommon in a 25 zone), really the safe speed is 35 and the roadway should be reposted.

Ya, so sorry, not a big fan of your 'big brother' type operation

Ya I understand your position but YOU don't live here. The road was never designed for this amount of traffic. 85% keep below 35mph they average about 26 mph. Most never go over 30, and slow down when people and pets are in the road. I already had a poster raise these exceptions. We aren't recording anyone going under 35mph. When I get these objections which are exaggerated, I point out people were doing over 50 mph every 2 hours, and 40 every 20 minutes when we started. My neighbors has no objections they have worse issues on that cross road. This is a small neighborhood with a narrow road. It is not built for 35, 40, 50, 60 mph.
The "calibration" is another bullshit issue. Calibration is nothing more then a tuning fork 4-12 inches from the horn to verify the unit is reading correctly. People acted like the unit could be off, and you calibration it. Not true. $35 and you got a calibration tool to play the game. Yes my software goes into cal mode and stores the speed, date and time. It's never off. Radar system have been in use for over 50 years. I have a high quality certified unit, not a toy.
I have met with the city and chief of police. I know how arrests are made. Don't lecture me on it. Which why we will be moving into FR soon. I think somebody going by your house 10-15 times over 35, maybe over 40 should get a "word to the wise". If you called in a specious car the police would have no trouble pulling them over.

The true big issue is people think that they can be anonymous and think it gives them the freedom to speed in someones neighborhood but not theirs.
You are in public, as an adult do really need to be told to be considerate of others? (yes YOU do) If you run over somebody's pet do you keep speeding away? How is it fair to the 85% that have no problem following the rules and be a decent citizen.

Big brother? You are going to object to big brother? You are in a public place with a visible ID on yourself. All the while acting like you are above the law. You jump on Facebook, release all you personal info. You get drugs from the drug store, and use your frequent buyers card and do not realize you give permission for the drug store to sell your information.
Have you ever read all those user agreements. Big Brother is another bullshit excuse IMHO. You bring big brother into every aspect of you life, then go out in public acted like a fool and then claim you don't like big brother tactics?

The real issue is this problem is nationwide. We gets news reports of dangerous road, neighbors complaining. Police clam they are helpless. They setup a traffic calming system, and walk away. It looks as though they are trying, yet they are the speed violators THEMSELVES!! The fox watching the hen house. A politician gets pulled over, what happens? They only time they "care" about speeding is when they can bank a bunch of money. Do a Google search about "Algood TN Speeding". Some interesting results show up.

It doesn't matter because locally I have won that fight. Yes I'm going to shame people that think being a scofflaw is ok. I think that chasing their insurance companies will be much more effective. I haven't started shaming the politicians and police officers yet either. I just keep the videos for safe keeping ;)
If you go to the police to complain as an average citizen they just role their eyes and state the standard excuses. You have no data to prove what you say. They give you lip service, and maybe a police car might spend 30-45 minutes monitoring traffic in plain view.

The future is here, you are in the past. A license to drive is NOT the 2nd amendment. You have no right to privacy on a public road. You are not anonymous any longer. Deal with it. Don't speed.
100 cars a day, 600 a week speeding on a short narrow road. Those are the documented facts.

Off my box....

I did try for two years to play nice with little results. The speeds would pick up in a few weeks. I couldn't get the 50+ speeders to stop. So a bought some cameras, computers, and learned Python.
This system kicks ass and it's only just begun.

I have had no issue using this service. I set it go into night mode 30 minutes before sunset and day mode 30 minutes after sunrise, this helps with initial focus due to available light. I also use a cronjob on my linux server to validate the focus every minute, if it is incorrect the cronjob adjusts it to the correct focus for the current day/night profile.
I incorporated it into the Python code. I added DST detection so hopefully it's all automatic. Still playing with the camera settings. I see there is day, night, and normal mode. Maybe I could use normal mode for the transition period from light to dark.

I've heard that it helps to set the camera to stay in black and white mode at all times.

That would really suck. Then you can't get the vehicle color in the day. I did have to force color for the day as it wouldn't switch over during sunrise.
It's going to be a few days before I get the adjustments correct.
Waiting for my new IPC HFW524E-Z12E's to replace the other cameras.

I was given a ticket many years ago by some city cops that was signed by a civilian. It was for reckless driving. It got thrown out but I was still issued a ticket and given a preliminary hearing solely based on some civilian not liking the way I was driving.

I made these commands to try and fix my night focus problem. These command adjust the night mode only.
This is a baseball bat. I'll delete commands later after I'm sure the camera is reliable.

# set camera focus in manual mode ** I think this was the issue ** Config[0] == day Config[1] == night
cmdNightFocusManMode = "curl --digest http://" + user + ":" + password + "@" + ipCAM1 + "/cgi-bin/configManager.cgi?action=setConfig&VideoInDayNight[0].Config[1].Mode=4"

# move focus negative slightly - zoom is set // I may remove this later
cmdNightFocus1N = "curl --digest http://" + user + ":" + password + "@" + ipCAM1 + "/cgi-bin/devVideoInput.cgi?action=adjustFocus&focus=0.40&zoom=0.96"

# move focus to correct position - zoom is set ** final position **
cmdNightFocus1P = "curl --digest http://" + user + ":" + password + "@" + ipCAM1 + "/cgi-bin/devVideoInput.cgi?action=adjustFocus&focus=0.465&zoom=0.96"

# check focus and zoom positions
cmdNightFocusStatus = "curl --digest http://" + user + ":" + password + "@" + ipCAM1 + "/cgi-bin/devVideoInput.cgi?action=getFocusStatus"

I found it was much easier to set an exact position via web API then the web GUI. I could then tweak the focus much finer.
The Dahua web API is pretty cool if you can figure out the instructions.
I'm using CURL because I can't get Python requests to authenticated properly. I need this to work at some point so I can query the camera for data to work with.

Thank you for the great resource of information :)

No doubt. Justice in the US is not fair or equal. There is poor people justice, middle-class justice, and rich/connected people justice.
You were lucky to get middle-class justice. If I understood the police chief they can't really do that but they can bust your balls. That's what they did to you.
Did you go back and taunt the person? Na Na I got off? Because around here they would. Seriously

I made my point clear with the police chief. I'm not interested in them giving tickets out. I'm interesting in them pulling the abuser over and asking them if they were operating the vehicle?
We are talking about repeated willful offenders going over 35mph. Isn't that fair? Just how many times would you speed by my house after being stopped?
The city manager explained exactly what I have to do to get some one arrested. Vehicle plate, and FACE, all on video. I could do this with a little effort.
We talked about recording cell phone and seat belt use.
It was not my goal to get anyone arrested. EVERYBODY SPEEDS, just don't do it in front of my house, or on my street. Go on the highway a speed your brains out. I don't care.

All I ever wanted is people to slow down, and stop killing animals on the road. No one believed that anyone could go 50mph on my street. They have been recorded doing 50 during school hours with kids on the road. When i started tracking somebody hit 58mph the 1st week. So far the max has been 68 MPH!! Most of my family/friends have all the same questions and objections. They realize there is nothing stopping anyone from doing this and it's EFFECTIVE. You just have to get by/through the "right of way" objection. Which is bullshit. A little legal work is all that's needed.
The problem as the police well know is it will go back as soon as you let the pressure off.
I think this system could take a large boring workload off the police. I believe they are worried they might get sued, or the might not like the TRUTH. The fact is the out of town cops continue to speed by my house. In their police cars!! Knowing they are being recorded. Google "Algood TN Speeding", you will have some amazing YouTube video to watch.
We just started recording plates for about 10 days on and off. I can tell you the 10% stand out. You can see their patterns. Image what a month or a years worth shows.

I think the better angle is on this problem is using the system for your own evil purposes. I don't care about you getting a ticket. I want your insurance rate to go up. If you get in an accident I want a lawyer to sue your insurance companies ass off. I will gladly share your plate number with them to help your cause.

Big brother? You are going to object to big brother? You are in a public place with a visible ID on yourself.

This is regarding my Big Brother comment:
Traffic enforcement cameras are a form of mass surveillance over ordinary and innocent Tennessee motorists

Naming and shaming the wrong person?
Tickets are issued to the registered owner of the vehicle, even if they are not the driver and many traffic camera tickets are going to people who did not, in fact, commit the offense because someone else was driving at the time. So how is that going to work for your plan of "I want your insurance rate to go up"?

This is regarding my 85th percentile comment (aka traffic survey or traffic study)
Traffic cameras are typically placed without first performing a traffic study intended to confirm the speed limit and determine the effect on traffic patterns

This is regarding your cobbled together setup:
The right to face your accuser in court and cross-examine witnesses is guaranteed by the United States Bill of Rights, and traffic enforcement cameras deny Tennesseans this right, because the accuser is a machine

And where did I get those comments you may ask?
Tennessee Senate Bill 1128 which was signed into law in 2015
http://www.capitol.tn.gov/Bills/109/Bill/SB1128.pdf

More comments on the 'traffic study'
Requirement that a municipality conduct a traffic engineering study prior to the installation of a new unmanned traffic enforcement camera. Such a study must be completed in accordance with the standard engineering practices of the Institute of Transportation Engineers (ITE) and certified by a licensed engineer specializing in traffic engineering.

A POST-certified officer must review the evidence

Lastly, as of July 1, 2015, unmanned traffic enforcement cameras used to monitor speed and issue speeding citations are prohibited except within the designated distance of a marked school zone and any S-curve of a public highway or road

I didn’t have to taunt anyone involved in my ordeal. There was about 6 cops and a dispatcher that was involved in it. It almost cost me my job. A coworker of mine was the senior union steward who happened to know the chief and had a lot of pull in the community. When it was all said and done no Leo in that town was allowed to be on the same street as me. When I went somewhere all the cops scattered like cockroaches.

I completely understand your frustration. I had issues at one of my previous houses. I lived on a blind hill with a dogleg curve and it was narrow and had a fair amount of traffic. It was known as rollercoaster hill and people liked to hit it pretty fast from both directions. School kids would race side by side over that hill and it was only a 2 lane. I complained enough that the city started setting patrol cars fairly regularly. It helped but didn’t stop the crazy drivers. I live on a small cul-d-sac now. Some of the other residents and visitors speed a little to much for my comfort, but hell I drive 5-10 mph on my street. I’m about to the point that I’m going to start stopping them and asking them to just slow down a little because of my little girl might be out riding a bike.

If I was in your situation with the equipment set up along with evidence I would start sending letters with pictures to the constant offenders. When something bothers me just half as much as this is affecting you I generally will go straight to the source and vocalize my concern or frustration or anger.

LMAO

You claim you went through an 'ordeal' because of a civilian reviewed or signed a ticket and now basically you want to do the same thing?

So you're going to send a letter to perhaps a business and maybe get someone fired or to the parents of some kid and get him in trouble based on what exactly? A cobbled-together, uncertified 'machine' that you can't even show the speed was unsafe for the area, since you don't have a traffic study?

Google "Algood TN Speeding", you will have some amazing YouTube video to watch.

I guess my Google must be broke because all I could find was stuff like this - do you have a link?

Well my “ordeal” was when I was young and it just so happened that it helped me respect the other people I shared the road with. It sucked but i didn’t lose anything. And if someone is being unsafe in a company vehicle then from the standpoint of the company I think it would be in their best interest to make sure the problem is corrected due to the liability of it. As far as some teen getting in trouble by their parents that might just end up saving his life and someone else’s in the long run. And as far as the people who live on a road that others frequently drive way to fast for what is safe I totally understand where they come from.

I really don’t care what you or anyone else does no matter if it’s legal or not until it starts to affect my life and the life of my loved ones.

This isn’t about “The Man” or “Big Brother” or whatever the hell you want to make it about. It’s about everyone’s rights. And I have the right to be safe when I go get my mail or when I pull in or out of my driveway or when my 8 year old is playing or when I’m behind the wheel driving anywhere for that matter and not have some cock sucker with a fuck you attitude act like he can put my safety at risk because he wants to stick it to the man or is in a hurry or just likes to drive fast.

I didn't mean anything bad about you. I have the police chief telling me he can't pull people over. When i know for a fact they pull bullshit on people and charge them just to bust their balls. Locally they frequently pulled my young relatives over. Then pull a dog drug search because he forgot turn his headlights on. When nothing is found they come up with a lame excuse. In your case they knew they didn't have a case. You still have to hire a lawyer, which costs money and time. So IMHO they were just "busting balls".

In my case they, the small few, are taunting me. They speed about 50, racing the sign. Some toot their horns, others rev their engines. Common driving courtesies are rarely used around here. IE, no signing, speeding up well you pull out to the road, etc.

As far as sending letters, they would be harassment IMHO. The previous poster has clearly explained the TN law. I think the law has swung too far in the wrong direction. I'll reply to his post later.

So shaming is all you are left with and guess what? The few who are left have no shame :(
This morning I had a lady possibly a teacher late for work going 48mph to work at 7:30am during school hours. We use to get moms doing this every morning bringing their kids to work.

God Bless.

I also used the information found in this thread for my scripting. My apologies for not including it in my previous post.

Thanks

I just figure out how to get Python requests working so now I have to rewrite my command codes.
Finally got the cameras to behave during sunrise/sunset switch over. Forcing the IPC HFW524E-Z12E into manual focus, and adjusting with web commands did the trick.

Nice Work!

And where did I get those comments you may ask?
You do understand why these laws were made? Corruption!
1st off it was a money/greed issue.
They start to shorten the control lights turning from yellow to red. to make more money. They got caught.
Legislators decided to go after the whole kitchen sink as they were getting tickets too. They normally don't get tickets just like the cops.
There a lot of "tricks" that enforcement plays with speed zones that are unfair.

Naming and shaming the wrong person?
The answer to your question is, there is no arrest the vehicle is insured NOT the driver. ;)
Why can't you just slow down?
Everyone was given fair warning via signage. 85% finally complied.
I already have had commercial drivers disciplined. No more speeding commercial vehicles! That's how that work! How did they all know a the same time when I only popped two of them? hmmmmm
Wouldn't you want to know the person who was driving your car was abusing their privilege?
We will have to get head-on/side face shots running. Thanks for the info.
"This is regarding your cobbled together setup:" I find this comment unnecessary. I won't take personal shots at you.
I repeat, I never asked for an arrest. I think if your vehicle speeds in excess down my road multiple times, somebody should ask why? I don't want to be a vigilante that's why we have a police force. Is it not?
Taking your opinion of the law, what if they broke into my house and I had a clear camera shot of their face? Same thing? Right? That's means the news posting video shots is illegal.
The reason for the law was government corruption. Not any safety issue.
This also isn't the law I am concerned with.
Why can't you just slow down?
More comments on the 'traffic study'
I don't need a traffic study. I'm not the "city" Quote from police chief "There are things a private citizen can do that the police can't"
I did ask for a stop sign and got that exact answer by the way. So no stop sign, no speed bumps.
Why can't people just slow down.
So I got your point the first time. I being through all of this with the police and city. It's not like I just did this thing with no idea of the political bullshit.
Just like the"calibration" issue, you are only interested in throwing crap in the path and offer no solution.
Apparently you know how to get away with speeding, at least all the legal issues. Me too.
Why can't you just slow down?
How would you stop the excessive speeding, and reckless acts on your street? It's easy to be the disruptor. Any positive suggests to solve this problem?
The office who was during a radar check stated "there is nothing to be gained by speeding down this road. It's too short, and has stops on each end."
Excuse while I clean up another dead pet off the road.
Why can't you just slow down? Tears in my eyes.
600 cars per week, seems to me they could do much better job in enforcement.
68mph? 52mph? or 25mph?

The whole problem in this country is there is no middle ground. This is why YOU dwell on the arrest issue even after I told you it was a non-issue. People have to take advantage. They spin their side, never considering the other side.
You have stated your case. I have a problem. Whats the fair solution? I'm not going to let you continuously speed in my neighborhood.

If you can offer no solution, then I have read enough from you. Nothing you have stated is news to me, my lawyer, or the city. Hopefully others have learned what to expect from the opposition.

=============================================================================================================================
I would like to get back to the technical details. The system has only been alive for a few months and needs much more work. Obviously we need face recognition as well.
The political objections lead to more technical work.
=============================================================================================================================

Apparently you know how to get away with speeding, at least all the legal issues

I already have had commercial drivers disciplined

Maybe if you quit quoting me which triggers an alert, I would quit responding...

The entire point of a 'traffic survey' is to determine what the 'true' safe speed limit is for your section of roadway. That is how it is done. If 85% of the motorists that traverse your road are traveling 35 mph (or whatever the number is) than it doesn't sound like the speed limit is posted properly?

How many people actually live on your street and how many people are actually complaining about speeding vehicles? Is it just you? Is it the entire street? There is power in numbers. If it just you, ya, I can see why they would blow you off. If it was the entire street demanding something to be done, I would expect you would get the City's attention. There are alternatives, traffic 'shaping' which involves roadway markings, close the road off at one end during certain times of the day or week, etc etc.

And it's not about your fascination with the 'arrest issue' . It's about you publicly shaming people who might not even be driving the car. It's about 'mass surveillance of the public'. And it's about you basically pulling a number out of the air and accusing someone with something that they can not defend themselves against. Radar will track whatever vehicle is giving the best return signal. That is why you need someone there to not only see, but to listen no the doppler audio to verify the tone is not 'warbling' between multiple vehicles

Lastly, I hate to say this, and I would hate to see it happen, but I am pretty sure that something is going to eventually happen to you, your property or your equipment...

That is all I am going to say on this subject

Thank you about time.

For the rest of you radar is much better now that sound is now digital. It’s represented by symbols. You can’t separate two vehicles going in the same direction. You can but the system isn’t fast enough.

There are 5 cameras trained on the speeder. We can see clearly into the vehicle. You can’t claim your innocent when you do it many times at about the same time.
If you were in the other end then you know the score. Cops can speed all the want. So can politically connected people. That’s a fact.
They continue to speed down our road.
Now I know why you couldn’t find the info on your google search. Because you knew the issue already. The rest of you do the search watch the video.

The system wasn’t cobbled together it was carefully engineered. You can’t stop the future.
Nobody has been shamed only their vehicle so don’t get your fanny in a bunch.

Now go on Facebook and yell Privacy.

You can attack my property if you want a bullet in your head. We have laws here boy.
My neighbor will be on your ass. Seriously don’t do it. You acted like no one supports me. Typical attack from the oppressors.

It appears you have no positive solutions and refuse to understand the other side. With all this technology we are just going to claim we can do nothing? Seems pretty stupid to me.

Over 85 percent can follow the speed we don’t need a traffic study. What a line of bullshit.

My questions weren’t rhetorical and you refused to answer them. I got it.

Na, we got it. We learned some new software tricks. We got the whole sunrise/sunset working. It is much better to control the camera with software then the web interface. You put the camera in manual focus, force any backlash out. I'm sending commands every 15 minutes but think that is unnecessary. The issue was turning off auto-focus. There wasn't an option on the web interface. Now I can find tune the focus and zoom, and store in MySQl. The camera's focus servo blows big time. It oscillates and over corrects. A servo should barely overshoot and then find position. In the process it was moving the zoom position as well. I hope I didn't make a mistake buying two more.
The fun part is I learned some new coding tricks. I'll have Python requests working shorty and can now query the camera for information. RTFM, those instructions SUCK. hehe Again thanks everyone for the help.
LPR is falling apart again, during the night. I'm trying not to go to the suggested/posted settings because the plate are popping out. The free LPR gives me fits finding signs, overlay and posters. It's like it get smarter as the frames go by. So if you don't get a hit early on it start finding things. The info is past to the commercial version and it does the same. Eating up some money and horse power in the process. For some reason giving Python higher task priority lowered the CPU usage. The GPU hits 90%.

So in the coming weeks I should have some Python function code to control your cameras. That reminds me I need to correct the previous code. That manual command was for the day focus.

Big Smile Thanks Again
