I want to buy a outdoor camera so I can access via smartphone anytime .and if possible members of my family can have access too.
What is the reliable camera brand ?
Budget around 80$ for camera ..
And were i can find how to setup camera ?

Without knowing what the purpose of the cam is, one really can't answer your question. Reliable cam brands are Dahua, Hikvision, and their OEM brands like Amcrest and others.

If you have direct internet access to the camera, you will have security issues. Your home network may get hacked. Please let china have access to all your home personal information, your back accounts.....
