You are trying to cover too wide of area with a wide lens, and too few cams, thus making it harder to ID anyone.
You also have the cams mounted too high, which means they are pointed down at a sharp angle, and the IR is then at too sharp an angle and doesn't spread out to the street as it should.
7-8 ft off the ground is ideal.
And you need more zoom to capture faces, especially at night.
