I just do not get it ..
with technology and search warrants, should be easy to find the frequent repeat offenders ..
example :
1) Video captured license plate of vehicle at crime scene ..
2) Request warrant to track vehicles owner / cell phone data of vehicle during time of crime ( narrow warrants only, not a wide net needed )
3) expand to close contacts, see if close contacts cell data indicated they were at crime scene also ..
4) track suspects to next crime ..
super easy to do this sort of tracking and surveillance now that everyone is basically carrying a tracker and posting status on social media .. and warrants can be narrow enough to prevent sweeping in too many people.
task force tracking the repeat offenders can be a fairly small core group ..
