An honest process would be to discover why the amendment was adopted and what its intent was, then base the decision on that. He's talking about why American students are low on the pole.As someone whose job has been replaced by a foreigner (as of last week... with 35+ years in the industry), I call bullshit on this. I have worked with plenty of people in overseas locations, and there is one universal thing that I see-- when asked to complete a task, given guidelines and time constraints, over 80% of the time I've seen it done as fast as possible with no regard for long-term maintainability, as half-assed as possible, and almost never following the guidelines. As far as I can tell, this is a cultural thing, although some are able to overcome it.
