Scoop: 20,000 federal workers take "buyout" so far, official says
About 20,000 federal workers have accepted the "buyout" offer put forward by the Trump administration last week, a senior administration official tells Axios.
Why it matters:
It's a significant number of people — about 1% of the federal workforce — but still substantially less than the White House's target of 5% to 10%.
The offer is open through Thursday, meaning the total could rise, despite heavy opposition from unions and others.
What they're saying:
"We expect more to come. If you see what's happening at USAID, it's just one piece of the puzzle," the official said, referring to the rapid restructuring of the federal agency that oversees foreign aid programs.
Aside from the pace of resignations, the official said, the administration is still trying to implement a hiring freeze.
It has proven trickier than expected because some agencies are still taking on new workers. Catch up quick: The buyout offer entitles federal employees to stop working more or less immediately and continue to be paid through Sept. 30.
Critics argue the offer is illegal, there's no real guarantee people will get paid out, and it's something Congress would need to authorize.
The administration rejects those assertions and says it's following through on a promise to restructure the federal government.
The intrigue: The federal workforce's normal attrition rate is about 6% a year, meaning some of those who've taken the buyout may have been planning to leave government service anyway.

Why was Lt Col Vindman trying to get into the USAID building yesterday?
Vindman was not authorized to enter the building and it almost all USAID workers were told not to come to the office on Monday. Security blocked his entrance but questions remain.

Just days before Elon Musk began a purge at the U.S. Agency for International Develop (USAID), the foreign aid agency was warned in a stinging memo from its own internal watchdog that it had created serious "vulnerabilities" by doling out billions of tax dollars to overseas countries and groups without fulling vetting for terrorists and fraudsters or demanding transparency from recipients of America's largesse.
The memo, which was published by the Inspector General of the U.S. Agency for International Development in late January, details some long-standing concerns about how safeguards against misuse of funds and the proper authorities to hold violators accountable are missing from the Office of Inspector General’s toolbox.
"Incredibly politicized"
This memorandum "identifies vulnerabilities and challenges which we believe hinder accountability and transparency within Agency programs,” Inspector General Paul Martin wrote to the acting administrator of the agency.
Fred Fleitz, a former Trump National Security Council official, told Just the News that a key concern of the administration is ensuring the money is being spent wisely and on causes benefitting U.S. interests.
“[USAID] has been incredibly politicized for leftist political goals by the Democrats. It's become a politicized boondoggle, and we saw that over the last 48–72 hours. We know that USAID officials were trying to subvert Trump's effort, or his order to freeze foreign aid for 90 days, so we can see what our tax dollars are being paid for, and is it in the interest of the United States? Is it America First?” Fleitz told the John Solomon Reports podcast on Monday.

Report: Biden Admin Made Improper Payments Totaling $236 Billion in 2023
The Biden administration wasted $236 billion in improper payments throughout 71 federal programs in 2023, according to the Government Accountability Office.
The improper payments underscore President Donald Trump’s vow to clean up the administrative state and his support of DOGE (Department of Government Efficiency) and of Elon Musk’s audit of the federal government to cut waste, fraud, and abuse.
The massive sum — three-quarters of which was reportedly overpayments – was just a portion of the federal deficit ($1.8 trillion) under the Biden administration.
The New York Times reported the Government Accountability Office’s analysis:
Mr. Musk has told administration officials that he thinks they could balance the budget if they eliminate the fraudulent payments leaving the system, according to an official who discussed the matter with him. It is unclear what he is basing that statement on. The federal deficit for 2024 was $1.8 trillion. The Government Accountability Office estimated in a report that the government made $236 billion in improper payments — three-quarters of which were overpayments — across 71 federal programs during the 2023 fiscal year.
The massive waste will likely encourage the Trump administration to clamp down on government outflows.
Musk has already focused on the Treasury Department and its payment system that disburses trillions of dollars of federally allocated funds, the Times reported last week
