You'll still be able to get one. The gist of it is they are not "banning" braces, they are requiring anyone currently with a brace on a rifle with a barrel shorter then 16" to remove it or register it as a Form1 SBR. Once the ruling is published to the fed registrar, anyone owning a rife with a barrel less then 16" with a brace has 120 days to register it as an SBR for free (they are waiving the $200 fee for the tax stamp). After that time if you want a brace on a rifle with a barrel less then 16", you will need to follow the regular Form1 process and apply for the Form1, pay the $200 tax stamp and be approved before you can build the SBR. With that said, I am not an expert, this is just how I understand it. There is a FAQ here:

I used to shoot there. More than ten years ago I was a match director for the IDPA club that shoots here. There were no homes nearby back then. It looks like a subdivision or two have sprung up around it now. The owner was a nice guy but some of the club officers did butt heads with him when they did not get their way. He had some really silly rules and at other times things were not as safe as we would like it. I had heard he expanded it and looking at Google maps, there are many more shooting bays, and some of them face the shotgun range. So I could see how this would happen if you get folks not handling weapons correctly and not keeping the muzzle below the top of the berms.

We have a shotgun range back up to our action pistol bays. But the berms are 3 tiers with the top tier being railroad ties. I’m guessing the total height is 40ft. As our bays are only 25yds deep, one would have to really be trying to lob one over, and if they did, it would land 100 yds or more beyond the shotgunners.

I like how he says he did not pull the trigger. But the victims just happen to be standing in the line of fire when the gun just 'went off'. And this happens to be the exact place where he would be shooting during filming.
