As noted there are many places that have bnc cable running. The cams are also much cheaper. Much easier to quote 20 camera job with 1500 - 2k in camera cost (50-100 percent markup) than over 5k for ip cams and new cable or converters.I just received a marketing email from Amcrest, and one of the items in the email was this:

I guess that's not so surprising, since I literally run a business that's at least 50% based on adapting legacy electronics to modern standards.I think you'll find a lot of businesses are still running analog cameras. If they bought analog cameras to start with, it can be expensive to change over to IP.
