When I use UI3 on my phone it can be great or spotty, really depends on my phone's Cell connection...I would try launching UI3 webpage on the BI PC and see how that fairs.

And, as I mentioned previously, viewing through VLC is perfect ... viewing through the Reolink 'Preview' window is perfect... It's just viewing the livestream via BlueIris that's the problem.

Live stream is choppy both through the BlueIris desktop (thick) application, and through UI3 (browser web UI).

OooOoo interesting finding in the logs: 'HW VA not compatible' for that particular camera.
What does "HW VA Not Compatible" mean?
I tried searching the forums with no success for this error message. It shows up in Messages under Blue Iris Status, but I don't recall seeing it until the last couple of days. 4 of my 6 cams threw the message today along with a large 10-12 digit (non-repeating) number. It happens to a cam at...

Where do I look for that specifically?
I just stumbled upon this:FPS Drops - Blue Iris
Saw they mentioned improved performance when turning off Hardware Acceleration. I just set HA on that camera to 'No' and it's improved a ton. What is going on with this camera lol? I have 8 other cameras using Intel + VPP with no issues.
I don't know a whole lot about which HA is compatible or not but I think you will be fine without it.
Blue Iris Status (Top of BI next to ?) Cameras tab. You will see live bitrate, etc. You should be ok on NoSignal with POE DB, but just a good place to check.

Ahh, I see -- No signal = 0 for all of my cams.

You'll see that HA is no longer needed w/ BI since the intoduction of sub-streams. Some people and cameras have no issues running HA and some people and cameras do. It is recommend to turn off HA on all cameras and use Sub-streams, for what it's worth.
I have the same camera, POE version, and have had no problems, of course I do not have HA enabled. Also make sure you are on the latest firmware for the camera. The latest firmware will allow you to set the i-frame.

I use substreams everywhere. I just figured with my old CPU, i7-6700, HA was still necessary.
Anyhow, I am just going to deal with it; I'll keep this damn PoE doorbell, even though if seems like a bit of junk. It still doesn't make sense to my why this camera is nowhere near as good as my Annke or Amcrest cameras. This is my ONLY Reolink camera, and it just won't hold a consistent 15fps when I live stream. When I export and watch the recordings, they are flawless. But, the livestream via UI3 or via the BlueIris application (Windows or iOS) just isn't normal.
The best part is, if I use the Reolink app for iOS to stream, it's perfect, no choppiness. Unreal... I had no intention on using the Reolink app, but now I have more than one reason. This is because, from what I understand, BlueIris doesn't support 2-way audio with the Reolink PoE doorbell. And, I am also a Home Assistant user. So, I am running a docker container called cam2mqtt which takes the ONVIF doorbell press event, and forwards that to the MQTT broker in my Home Assistant, so I can get a HASS push notification to my cell phone (alongside a few other actions) when someone presses the doorbell.
I wanted to use HASS to do 2-way audio, so I implemented Frigate and experimented with 2-way audio via HASS, but it was janky. And although I have my cams on a VLAN that can only reach out to RFC1918 addresses, I run Wireguard VPN on my cellphone, in an always-on fashion, so even when I am away from home, I'll just open up the Reolink app when I get a HASS push notification and use the Reolink app for 2-way audio, as it works quite flawlessly.
Hopefully this rant helps someone else in my same situation, in case they're looking for options for how to make the most of their Reolink PoE doorbell while still maintaining a level of security/privacy.

When one looks at the small form factor of these Doorbell Cams one can see their limitations. They are really a gimmick. I guess they serve their purpose...not many people ringing doorbells these days though...
