Firefox couldn't handle the camera on the mini-PC - but qutebroswer can. I'm guessing that Firefox was using too many resources. (I was familiar with qutebrowser from OpenBSD.)

I guess Hikvision is different. I can see live view from a Dahua NVR on both Brave and Firefox with a Mint distribution. Time-wise it's a bit laggy, but the video quality is good.

You need to use Internet Explorer (yeah we know LOL). Either that or your camera is going thru the router and there is too much going on and the playback can't get thru all the data as the camera doesn't buffer.

SOLVED: This has driven me nuts on Android Pixel (3/5/6a/7) and Chrome / Opera / Firefox. The solution is to go to Blue Iris >> Settings >> Web Server >> Advanced >> Configure (content streaming profiles) >> chang AUDIO: AAC to AUDIO MP3. Voila!
