    Does the NVR definitely have a serial (RS-232) port? Usually that's just on the bigger models, a DB9 connector on the back panel. Most (and I'm unfamiliar with your particular model) have serial TTL interfaces via an onboard connector, which needs a different type of adaptor.

    Maybe a duplicate IP address on the LAN? So it works OK when the LAN is not connected. With the PC on the LAN, and the camera disconnected, does a ping to the camera IP address give a response?

    Is the PC IP address in the same range as that of the DVR? SADP normally does not need this for discovery - might need it for password reset, I'm not sure.

    If the cameras are from Hikvision or one of their OEMs, SADP will find them if you plug the PC into an unused NVR PoE port. When the PC is on the LAN, only the NVR will be found, the PoE ports are not accessible from there, as you have discovered.

    SADP will find Hikvision IP devices on any subnet - you don't have to change the PC IP address, it uses broadcasts.

    Agreed. You are observing network traffic, and the tftp updater is working OK. The network is fine. There is another reason the camera isn't fully booting, and the serial console output will likely show why.

    That's good! And well done for managing to pull the configuration file. I'm sorry, but I've never used HikConnect (if that's what you are referring to), it's not something I'd trust. But check the PTZ has correct network settings, such as the default gateway.

    After a 'reset to factory default settings' the camera goes to the 'inactive' state, which then requires a new admin password to be created to change it to the 'active' state.

    That version of firmware has the backdoor fixed that allowed unauthenticated access to the configuration of the camera, so this method no longer works for it.
