Computer for Blue Iris

I plan to have 8 and 4Mpix cameras. Total about 40Mpix for now and let's say 60Mpix in near future. All cameras support H.265 and H.265+.
Which CPU to buy? What should be it's passmark? I hope 10000 or 15000 should be enough.
Do I really have to have TDP 95W? I'd prefer something going with low power and TDP 35W or 65W. Most computers on sale have processors with TDP 95 and it's difficult to buy energy efficient machine.
 
I don't think the higher TDP processors are much less efficient. They just have higher limits.

It is really hard to give CPU recommendations because there are a ridiculous number of ways you can configure and use Blue Iris. So someone will take a recommendation and configure BI super-efficient so they are running under 10% utilization, and they've basically overpaid for their PC, and the next guy will take the same hardware and peg the CPU at 100%, simply due to a very different configuration.

When I recommend hardware, I assume people will not want to use BI's "Limit decoding" feature, but will otherwise follow all the config recommendations here: https://ipcamtalk.com/wiki/optimizing-blue-iris-s-cpu-usage

As a very rough rule-of-thumb, I would say to aim for a passmark score of 10 to 15 times the megapixels per second. If you run your cameras at 15 FPS, you'll be at 600 to 900 megapixels per second, so I'd suggest at least a 9000 passmark score. For a 900 MP/s load I would recommend higher, like 12000+ score. Additionally, I only recommend Intel CPUs with Quick Sync Video because Blue Iris can use that for efficient H.264 decoding. Without this hardware acceleration, you'd need a somewhat faster CPU and it would take more power.
