Computer for Blue Iris

With any of those, you'd want to create Win10 installation media on USB (using the official Windows 10 media creation tool from Microsoft) to format and install fresh Win10 on the system. Last I tried (about a week ago) you can still activate Win10 with a Win7 key because MS wants people on the latest version of the OS.

its a raw deal at 70...i3 second gen and only 2gb of memory...youll have to add memory anyway...

Most of them. If you google search for the part number (e.g. "i3-3220") then one of the first hits should be Intel's product information page where you can find "Intel® Quick Sync Video" listed.

Get at least 6th generation if you want a chance at H.265 hardware acceleration eventually working, though at this point, no promises.

That is when Intel started supporting full H.265 acceleration, so it is likely that when Blue Iris gets it working, it will only work with 6th generation and newer.

Would a Intel NUC with a Intel Pentium N3700 work for Blue Iris? Or do you guys have any other suggestion for a fanless computer that works?
That is a very weak processor. Whether it will work will depend on the load. See wiki for choosing bi hardware.
Avoid nucs...no reason to go fanless, you cannot hear the fans on a modern pc.
 
Don’t get too hung up on finding the exact spec in terms of disks and ram as you can add them as an extra. When I was looking I concentrated on the form factor and the CPU and price, I added the hard disks and ram later. Doing this allowed me more choice and therefore get a much better price.
