I used a Wiggy® type tester for many motor and lighting line or load-side wiring "go or no-go" tests (not control side wiring) to check for voltage after opening a disconnect, or breaker or pulling a fuse. But the very FIRST thing I would do, and do it EVERY time, was to test the tester to insure it detected an energized line. :headbang:

Giving the benefit of doubt, it could be the foil HVAC tape stuff. Which in that case is a shitty job but works pretty well in it's application.

Don't think I've ever seen PVC ductwork. Looks discolored/distorted by heat from dryer exhaust. Started out straight and the heat and tension from the flex duct has caused it to bend off to the side. Which probably is why I've never seen PVC ductwork. ; )
 
I use duct tape on a lot of things, but on ducts I use the aluminum tape. It does not deteriorate with age or heat.

I do not think that a dryer would discolor PVC. A lot of dryer vents are cheap plastic and the was piece is usually plastic. It looks like to me that is the exhaust on a gas water heater! The other PVC is probably a fresh air vent I had to look back to the gas water heater with the glowing gas line to see if it was the same install!
