I'd go with this. In fact, I doubt you will need to contact every insurance company, just the major ones. I'd bet they routinely exchange information between each other on possible fraud.Just mail the number plates in an email saying you have evidence of fraud anmd to contact you if the vehicle is insured with them, or better still, ring around and ask to speak to someone in the fraud department of each company. I'm guessing the fraud dept will be keen to spot fraud.
