For high quality night vision, is the IPC-HDW5231R-ZE still the undisputed world champion? it’s been a couple of years now, I expect it to be refreshed or to have some competition at some point.

I have 2 of them and 2 5442's - they are so close in pitch black conditions. I did not tweak the very best out of each, so one may do better than the other, with a finer tune.

The OP asked about best in low light.
While the newer 1/2.8” 2231 and 3241’s are very good and appear to be an improvement over the 5231’s, with the new 1/1.8” sensor the 5442/7442 series are the clear Dahua winner.
I don’t own any but I would suspect yes the newer HiK Darkfighters/Colorvu models with the 1/1.8 sensor are on par with the 5442 series

I've yet to see a 4mp 1/1.8 sensor with an F1.0 aperture released by Dahua though. If you want the best of both worlds (Dahua and Hikvision), you'll want to consider a Blue Iris setup 
I still use a few IPC-HDW5231R-ZE turrets, but the 3241's dethrones the 5231 thanks to its AI capabilities
edit: I still prefer the face of the 5231 turret though, doesn't look like a camera from a distance, lol

The 5442/7442 series does have Varifcocal in the bullet format. I prefer the bullets myself

This is not the first time you are missing out the 60fps (Can greatly enhance the image, especially when there is movement) Despite the 1080P resolution.
If you have problem to use 60fps with the NVR you can do the test to U3 A1 microSD

You are clueless. As others have noted 60fps wont help for night vision. Start reading and learning.

60fps won't get more light into the sensor but it will reduce the blur and the picture will be more steady!

It is difficult to get a clear picture of objects in motion. 60fps will get much better results for the same camera!
