motion blur and unclear image in general

I have tried increasing the shutter speed and it doesn't seem to make a difference. both of my 2 cameras do this. it seems almost like at night nothing is in focus other than the cars.
here is a video from tonight of my 2nd camera.
you are over exposed. Enable smart ir.

smart ir is enabled and BI is on auto. is there anything else I need to do in order to make sure smart IR is functioning correctly?

reduce exposure. you've also got some ghosting from too much DNR

the exposure in the dahua gui is set at 1/100. if I reduce it anymore I get a very bad flicker from the street lights.

In the System/general tab, what do you have set for 'video standard'?
in the US, use the NTSC setting (if not already) to reduce flicker associated with our 60hz power....

it is set to PAL but it does not give me the option of NTSC.

ah, chinese cam. d'oh. then your stuck with the flickr at certain exposure rates, unfortunately...

the cameras came from Andy, I would think they are the US version?

well, the flicker isn't the root cause of your exposure issues, so nevermind that, but avoid 60 and 120hz rates...

ok, so I turned the IR off completely and the video is pretty dark and grainy but I can recognize a face a little better.

I downloaded the ntsc firmware which completely eliminated the flicker from the street lights at shutter speeds over 1/100.
unfortunately increasing the shutter speed didnt fix the motion blur. I also have reduced the dnr from 30 down to 5 and this didnt seem to affect the blur either.
here is the most recent video at night with the IR on.
