If you don't need it turn it off and your watermark and bump up your bit rate to ~8192. You might try and lower your I-Frame a little, I run mine at 12
I have not done a fresh install PC was new when I got it & setup the systemWonder if this is related to the Intel Video driver memory leak.

Doing a fresh install of Windows, with the MS media creation tool, get's rid of any bloatware the manufacturer may have included.

For kicks have you tried changing the ip address of the camera? It's probably not that but easy to test and only thing I can think of at the moment.I checked all the setting on the camera & are the same of the other 5 that are running main stream.
