SO no, that money being stolen by local governments and local government agencies is not going to Ukraine ..

El Salvador does not want them .. US sent too many gang members ( who grew up and joined the gang while in the USA ) back to El Salvador and the small poor nation got jacked up, and did not ( until recently ) have any significant ability to deal with these criminal crazies ( probably still do not have enough resources to deal with these people )

This is the kind of animal that needs to get locked up. People who scream about the percentage of people in prison in the US and insinuate that it is somehow unjust need to be offered a chance to provide the housing for this animal in their spare bedroom. Rehabilitation is a beautiful thing-- but there are some who have no intention of ever changing who and what they are. They do not WANT to change at all. As a society, we should be prepared to accommodate them in their own private world with high walls, razor wire, guards armed with rifles, and other criminal like-minded violent fools.
