There are many encrypted services out there, maybe that is what they are referring to. Not sure why those countries were picked but normally people who are trying to hide things pick other countries to get around laws. VPN services is a good example. Sen. Ron Johnson (R-Wis.) said the Secret Service and FBI are “basically dragging their feet” on the Senate bipartisan investigation into the attempted assassination of former President Trump.
“All I can really tell you is the Secret Service, FBI are basically dragging their feet. They’re stonewalling us. And we have gotten some transcribed interviews, but the documents we request are heavily redacted,” he said on Fox News’s “Sunday Morning Futures,” noting that the documents aren’t delivered until the day of the interview.
“So we’re not getting squat, from my standpoint, from the Secret Service or the FBI. We have requested all their 302s, their transcriptions of their interviews with hundreds of individuals. They’re not turning those over to us as well,” he added.

I used to work as a detective in New Orleans. One of the areas I covered was the French Quarter area. It was not uncommon to get people calling to report a missing person after only a few hours of unaccountability. The father could have known something about the plans and that could be the reason for the missing persons report but the missing persons report itself doesn't point to him knowing.
