Second Camera - poor definition?

I really could do with some help from you guys. I can't understand why my second camera has much less definition than the first. I have set them both in Blue Iris at the highest definition. The still with the car seems out of focus. I am bewildered.
I have included a still from the rear camera (same Hikvision 2132f) it shows as expected a good resolution.
Any guidance will be most welcome. Please ignore the incorrectly named cameras in the photo.

It's not out of focus - it's pixellated.
That looks like the video is set to provide the substream (a low resolution stream aimed at phone access, for example) as opposed to the main stream.
Check out the Video settings in the camera web GUI.

Thank you Alastair but the display is poor on the server monitor. I had hoped it could be a bit-rate setting somewhere but my head is caving in trying to find it. This software is superb but as intuitive as Photoshop.
A Degree course should be written based on this alone.
