The lying fake news press is saying that Trump told his supporters to vote twice, and that he's telling them to do an illegal act. Did he really say that? It's easy enough to look at the base information and judge for yourself. My take is that he encouraged North Carolina voters, if they were so inclined, to (1) Mail in their ballot, (2) On election day, go to the polling place to see if the ballot was received and recorded, and (3) If not received an recorded, cast their vote. He was telling them to make sure they voted once, not to try to vote twice.

One take of him saying it out loud:
Another take with a representative fake news interpretation:
According to the North Carolina board of elections, the information if an absentee ballot has been accepted WILL be available at the polling place: "Once the ballot is accepted, that voter is marked in the system as having voted in that election. If that voter tries to vote in person, poll workers will know the person has already submitted an absentee ballot. "
Statement About Absentee Ballot Security in North Carolina | NCSBE
Trump said to check this information and vote ONLY if the absentee ballot has not been counted. He's not suggesting that someone attempt to have his vote counted more than once.
Is it illegal? Just about every fake news report says it's illegal to vote more than once. What's the context: North Carolina? All states? Federal elections? Anything else? As is so typical of the democrat-owned press, they shoot they mouths off without bothering to determine any facts. What if the context is North Carolina? The state board of elections addresses that, stating it's a crime when to voter does something “with intent to commit a fraud to register or vote at more than one precinct or more than one time…in the same primary or election.” When the official state record says a person has not voted, how is he voting twice or intending to commit a fraud by executing a ballot at the polling place?
A Reuters story
Trump encourages supporters to try to vote twice, sparking uproar gives the context that the statement applies to all states: "Voting more than once in an election is illegal, and in some states, including North Carolina, it is a felony not only to vote more than once but also to induce another to do so. " The press is really showing its ignorance here with an unresearched blanket statement. In New York state, for example, it's explicitly ALLOWED to send in an absentee ballot, then vote in person later: "Even if you request or cast and return an absentee ballot, you may still go to the polls and vote in person. The Election Law recognizes that plans change. The Board of Elections is required to check the poll book before canvassing any absentee ballot. If the voter comes to the poll site, on Election Day or during early voting and votes in person, the absentee ballot is set aside and not counted. "
