Is there anyway that I can disable the NVR and use it solely as a PoE switch rather than having to purchase a new switch?
That model does look like it could be a Hikvision OEM device.
Does that model of NVR use a separate IP address range for devices on the PoE ports from the range used by the LAN interface?
If the 'internal NIC' IP address range is 192.168.254.x that would tend to support that idea.
If not - the chances are that any devices on the PoE ports would simply be accessible from the LAN IP address range, such as the BI PC. Have you tried accessing the cameras on the NVR PoE ports from a PC on the LAN?

Some months ago I bought a 'spares and repairs' NVR4-7082 Swann NVR and found that, unlike Hikvision and Dahua PoE NVRs, the Swann NVR PoE ports behaved simply as a switch on the LAN, no separation at all from the LAN.
If your NVR works like that you could use it maybe temporarily while you explore BI then get a normal PoE switch.
