I got the camera mounted today and here is the first picture. I mainly bought this camera for the night time optics. By the way the installation went well.

Just an FYI, The model Q1808-LE you purchased is designed and optimized for wide open areas like stadiums or illuminated parking lots etc. but depending on the distance it might still work well for you. For a better comparison to the B54IR-Z4E you would've been better off with the Q1806-LE or the Q1808-LE with the 150mm lens.
Also, Axis cameras no longer support internet explorer so you should really be using Chrome or Firefox to configure them if you're having issues.
Axis OS 12 was just released this month and it includes a lot of cyber security updates and breaking changes. I recommend staying on Axis OS 11 LTS because OS 12 might give you more of a headache bringing it into your Hikvision NVR.
The Axis cameras default settings are usually very good and not much has to be adjusted depending on the purpose of the camera. I would recommend keeping the camera at the default image settings and waiting for it to get dark and adjust from there. Setting the exposure to 1/250 may not give you the results you're looking for. The adjustments aren't the same as Dahua cameras. You can also adjust the Blur-Noise tradeoff setting to adjust motion blur as needed.
If you're having trouble getting the camera to go into IR mode when there isn't enough light, go to the day-night mode settings and adjust the "bright, dark" slider threshold as this camera is going to stay in color mode by default.
The white light LED's can be activated by creating rules in the camera. Rules can be activated by various triggers such as Axis Object Analytics.
The license plate verifier app can be downloaded from Axis's website and you can activate a 60 day free trial once it's installed on the camera. You can also download a free trial of Axis Camera Station Pro which would give you full functionality of the camera including being able to configure it from the client.
A license for Axis Camera Station Edge is also included with the camera. ACS Edge is a cloud based VMS and all access is handled via the cloud (all footage is stored on the SD card unless you subscribe to the cloud storage) ACS Edge was just released yesterday so I haven't tried it yet. It also seems pretty basic when compared to ACS Pro.
Under overlays you can use "#B" without the quote to display the current bitrate of the camera. I have pretty good results using the default bitrate settings of variable with zipstream low and compression at 30%. Another option is to use average bitrate, set a max bitrate of your preference and turn off compression. Just note, if you turn off compression and keep the bitrate variable, you can exceed over 50Mb/s.
For anyone who is interested, I've found the P1468-LE and Q3538-LVE to be the closest to the Empiretech Color 4K and the Q3536-LVE to the 5442 series. The P3265-LVE is also an excellent 2mp camera that surprised me with its image process and quality. The image processing on all of those cameras are very good and will also provide a good face id even with difficult lighting conditions (spot lights, direct sun etc.).
In my opinion, I like the image quality and processing better on the P1468-LE, Q3538-LVE and P3265-LVE better than the processing on the Q1808-LE.
