I found these on Ali that appears to meet many of the requirements except no PoE. Note one is available with separate door bell unit. Pretty inexpensive, but unknown manufacturer and anyone's guess on performance and quality.

Well I got the doorbird and got it installed. Is POE and built well. Not using ONVIF but it does it. It works perfectly with my electric door chime and with my security tablets and phones. Quirky IR with it only coming on when the doorbell is pushed but other than that it works fine. Hoping future firmware updates fix that along with a couple other minor issues. Also have the doorbird in Blue Iris as a security camera. Only issue I did not like was that there is no way to pick a static ip and it has to be connected to the internet. So far not a big deal.
Is it not possible to use the Doorbird without an internet connection? I keep all of my cameras on an isolated VLAN which can only communicate with my BlueIris server. I don't trust them enough for internet access
It does work with a wired chime but not many people will probably go that route. That's how I have mine setup.
