It's a directed UDP packet after the ARP response for 192.0.0.128, not a broadcast.It doesn't try to access any tftp server and there is no unknown or magic udp packet send by it.

You could check that the probe for the Hikvision tftp updater is active by setting the PC IP address to 192.0.0.128, run the updater but with no digicap.dav payload in the folder, allow the inbound firewall rule, and see if you get the 'client at 192.0.0.64 test the tftp server' (or siimilar).My guess is that some cameras have tftp disabled.
