Sorry for stupid questions but it is always better to say it all. :)

What is the model of hikvision NVR ?

How long is the cable? Is of copper, cca ? You can try another new cable much shorter (preferably copper).

Have you tried to see if the cable does not have problems? (if it is broken or damaged)

How did you realize that with NVR POE did not work? I think that if the camera is not communicating packets with the router, this shows no sign of life, but in reality it could be a NVR's problem.

This model have the autotest around on boot as the old model ? I saw with 1.3 miniPTZ without POE function that if i connect only the power without connecting the network, the autotest does not start. For safety, you should try with DHCP enabled.

Sorry for my English pitiful
You can see my signature below for hardware I use. To avoid going back and forth with Monica I sent her two videos of the problem. Last one I sent her showing v1 and v2 connected side by side to the same NVR. Then she sent me images of wiring that I needed to check. So far no resolution.

Another issue I found. The pan limits change after each reboot (via user interface, or by pulling power plug) and it does not return to previously set position. Also, if I set preset after reboot it does not go the same spot. Zoom and Tilt are not affected. Do you think this is motor issue or a firmware?

I had problems like yours when I first tried 12V / 1.5A power supply. However, the power supply was faulty or ineffective, so next I tried 12V / 5A power supply and no longer had a problem. Now I use TL-SF1008P without problems.

Edit. I have V1

You have cut video on reboot camera ? The reboot want 60 seconds and in your video i saw less time.

Thanks for reply. I did remember someone mentioning this and I was trying to find post on this. Although, what's weird is that with the same 12V I don't have an issue with v1, so... need to do more testing.

I paused the video recording in between in the sake of everyone's time, if you want I can send you the missing 50 seconds of the video :)

Here is original video v1 vs v2 connecting to NVR which I sent to Monica. If you ever have to deal with a problem like I am instead of sending back and forth multiple emails/messages, video is worth thousands words.

Ok it was only for knowing. :)

On v2 you use dhcp or static ip address?

try if you enable dhcp on it, and see if the POE work.

The ones that own this Mini PTZ... is it possible for you to check the ONVIF version? Or is it just possible for the manufacturer?
Just checking the Mac / SecuritySpy compatibility (as per software developers instrucions).

It just seems you have a defective camera, I think you have done pretty much everything that can be done to get it up and running, with the exception of Version 2 are all the other Version 1 working properly?
Because of my setup I bought 3 of the 3X PTZ's the 10X stating lens is way to big at 5.1MM, the 3X starts at 3MM I am hoping that they work as good as the 10X cameras.

The 3 V1s I had since September still work flawlessly. V2 works only with 12V 2A adapter, I also tried it with active POE splitter, it works on a short run, but on longer run doesn't seem to have enough juice. I was thinking to move POE board from v1 to v2 to see if that helps, but the design is different, so that's out of question. So without functional POE I have no use for it.

I hope for you that Monica refund you. Try to ask her another firmware for v2 or firmware for reset all.

Based on your video, and the fact that you're clearly capable (and willing?) of dismantling / reassembly, sending a replacement PoE board in the post could presumably be a win/win option.

She offered that, but then said it may not be an issue and asked to check for wiring...
