I received the following email from Gwell regarding the IPCTestTool:

Sorry that IPCTest Tool is only for upgrading software, not for setting any password.
Actually all the device password can not be set even you connect with a smartphone.

You can still use CMS to view the camera without a smart phone.
But you can only view the camera in LAN network, that's to say, if you are outside, you are not able to view the camera.

How to connect CMS with the camera locally?
1. First of all, kindly connect the camera to the same network with the windows PC.
2. You can search the camera ID in CMS and double click the camera ID to view the camera.

Unless anyone else is experiencing only 5fps I think there has to be something wrong with my cam... Anytime the IR or motion is triggered the FPS drops from >15 down to 5fps and stays there until I restart the cam. I've tried every setting imaginable, tried powering it over both the included powering options (the POE injector they gave me didn't work at all), tried using short cables that I know for sure work, but always get the same results. I broke the seal on the back so guess I'm stuck with it.
 
Mine constantly runs at 5fps as reported by TinyCam (android app) but I haven't set it up with the Yoosee app and block all internet access. Date seems to reset every 24hrs too. Also sometimes takes 30 secs or more for first frame to appear which I think has to do with the I-frame interval in the encoded video stream. Is this adjustable in the Yoosee app?

Although of no help, it may make you feel better to know you're not alone. As you may recall... I am not running Blue Iris but instead have mine connected to a Lorex NVR. As you may also recall, I was never able to get the time/date set so that it would stay set without reverting back to 00:00 1970. I have the same problem as you in regards to FPS. (i.e., like the time date... fps won't stay where I set it).

If the camera is connected to my home network via a spare router port, and if I use the YooSee app for Android and make all the camera settings and adjustments via the app, I can monitor the camera live via my phone and all is good. Even the footage captured to the cameras SD card is fine, has the correct time date stamp and fps. BUT... as soon as I disconnect the camera from my network and connect it back to my Lorex NVR, all the camera settings revert back to a "reset" condition. (just like pressing the reset button on the back of the doorbell) When reviewing both live action and or recorded footage on my NVR, all 8 Lorex cameras display at 25fps... but... the doorbell video is always at 5fps. :facepalm: Hopefully an owner running Blue Iris will chime in with a solution for you.
 
I've got this hooked up to my Synology using Surveillance Station and struggling to get it to record at any more than 10fps. Can't seem to change this as it just uses whatever the camera feed supplies it.

Was hoping for 25fps @ 1080p

Earlier I said "I haven't noticed fps dropping. " but I'll need to look into that closer because I do get the impression that at least the fps is not constant. Seems to me that it drops when it gets dark. It stays in color more all night I think so it's probably increasing exposure time and perhaps lowering fps to do that.

Is there a way in the app to force it into b/w IR mode?

I'm not physically disconnecting the cam but I see the following: if I allow it to connect to the Internet it will acquire and display the correct timestamp. If I then block it from connecting to the Internet it keeps the correct timestamp for quite a while but after a while it resets back to 1970. If I then re-allow Internet access it almost immediately acquires the correct time.

Maybe I will schedule Internet access to be allowed once or twice a day for 1 minute or so, that might work to keep it synced. I'll also check with Wireshark to see what i connects to when it acquires the correct time, I wonder if it's connecting to some NTP server or if it's connecting to its own cloud server and gets the time through some proprietary protocol.

If you physically unplug it while feeding it through PoE it will lose power so that's why it instantly looses time in that case. You could test this theory by powering it through the separate DC power input instead of using PoE.

Not that I can see, the options are very limited. Like you say it looks as if it is adjusting the fps depending on light levels. Mine drops to 5fps overnight.

I've not mounted it on the door just yet however I haven't managed to get it to go above 10fps to date.

I have two of these, one at the front and one at the back. Restarted the connection from BI a few hours ago (around noon) and they were both at 15fps until at least 2pm. I just checked again and the one at the front, which is in the shades, has now dropped to 5fps. The other one is still at 15fps.

Mine is currently on the end of a loose ethernet cable so I've just moved it from looking out of the window to sunlight, into a dark corner and the fps reported in TinyCam drops from 15 to 5, as soon as I move it back into the sunlight it goes back up to 15.

Slightly disappointing, not sure where the 25fps rating comes from.

Also mine seems to be focused for about 3 ft in front of the lense so I will need to sort that. Guess it will just be a case of trial and error.
 
I just went to Camera settings... for the 5 fps one, didn't change anything and clicked OK. BI reconnected and it's now back at 15fps.

Pretty unusual as if I download a night time clip from post #162 and check the properties it shows recorded at 15fps. Perhaps these are from an older firmware version..
 
I have a night time clip that I downloaded from here (don't know the post #, but it was from CInnman) which says 30 fps (and looks like it too). Looks much better than what I'm getting at night but mine stays in color, the clip I'm referring to is b&w.

It's dusk and both cams are now at 5fps. I just let BI re-connect to the cam by entering Cam settings... making no changes and clicking OK and now that cam is back at 15 fps.
 
I've sent CInnman a message to see if he can shed any light on setup used or firmware version.

Can't say I will be happy to use it at only 5fps.

Incidentally, I get the impression that BI when playing back recorded clips is using the camera's current fps to determine playback speed. So if the clip was recorded at 15 fps but the camera's fps has dropped to 5 fps the clip is played back at 1/3 of the speed. And vice versa if the clip was recorded at 5 fps while the camera's fps has been reset to 15 fps the clip plays back at 3x speed. Doesn't seem very desirable to me. Can anyone confirm this?

Sorry not using BI so can't confirm, however it downloaded a new firmware last night after I allowed it past my firewall and looks like it has doubled the fps in low light running to 10fps.
 
Which version did you have before and which do you have now? I received an email from Gwelltime with a new firmware version 13.1.1.34 but I haven't tested it yet. Here's the email:

5. After you hear some sound like "Di..', the camera is being upgraded.

Please don't power off during upgrade!!!
After upgrade is done, kindly remove upgrade file from SD card.

In my experience once the fps drops to 5 it never goes back up, even if there is significant movement. I think this is a bug and I also think this is very undesirable behavior and that it should be possible to turn it off as I've explained to them in my reply to them. Not holding my breath but who knows.

I received an email from Gwelltime with a new firmware version 13.1.1.34 but I haven't tested it yet.
Just FYI my cam is running this "NEW" version of firmware (13.1.1.34) and from the way everyone has described the conditions that make their cams revert to 5fps and the amount of time it stays there, its sounding like older firmware may give better results. I see on the YooSee website they have v. 13.1.1.30 available for download for $0.01 and it matches the core processor model number.
