Memory card manufacturers now sell purpose built memory cards for dash cams and surveillance cameras. They use MLC technology which has higher durability than the typical cheaper TLC technology.

CFM is the unit of measurement (Cubic foot/minute) and so is Cubic metre/hour.
Basically the 8.2 cubic metre/hour equals 4.8 cubic foot/minute so the airflow hasn't changed.
If you have uPnP enabled on the camera, it also has to be enabled on the router. Have you checked this?
Although, I prefer to keep uPnP disabled on the router as a security measure, it is just easier for people who don't fully understand networking.

The smaller I-Frame number does mean more 'key' frames/full frames and as you mentioned bandwidth. Going larger in number on the I-Frame interval means less I-Frames overall.
Have you turned off the cameras for a while?
It does sound very odd how you can see the IR leds on but you can't see anything at all.
How are the settings for exposure and etc? the camera isn't pointed at woop woop is it?
^If the leds are glowing red like OP said then it's on.
Has the IR filter flipped into night mode?
You can tell if you go out there and shine a light around if it shows up in black and white then the IR filter is off which it should be. If its colour then the IR filter is still in place...

Did you change the password on the NVR? have you tried that for the cameras?
If the internal switch is anything like a normal switch, when a device is connected, it's MAC address is mapped to that port/interface. So when you switch them up it expects that device to be on this port but it's not...
Have you powered down the whole setup for a decent amount of time? They get a bit funny when you leave them powered on constantly without some 'sleep'. Even a microsleep works wonders.
You can power the camera via a Regulated 12v power supply. However, it is neater using POE.
If you only want to power one camera and not planning to get any more cameras anytime soon, a cheap POE injector might be more suiting. You can spend a bit more to get a proper 802.3af compliant POE...
I reckon it's just the camera exposing for the bright vehicle and therefore under-exposing the rest. And yeah, different ways to combat this issue.
